A bulk water transfer from Windamere Dam and the pumping of remnant storage water aim to give Dubbo Regional Council time to shore up groundwater supplies in the drought.
Since February 10 the dam has received more than 21,000 megalitres (ML) of water in inflows, with more expected from "heavy falls near Orange".
The dam was at 3.7 per cent of capacity on Thursday, up from 1.6 per cent "just days" before.

WaterNSW executive manager for system operations, Adrian Langdon, said the inflows would continue over the coming days.
"..once the full volume has been calculated WaterNSW will be better placed to see what it means for security of supply for local communities and what impact is has on the timing of our drought contingency measures," he said.
In December, WaterNSW advised of a multifaceted strategy expected to extend outflows from the dam for the next "nine to 12 months".
