All branches of the library are holding the amnesty, which will run until December 15.
Library manager Kathryn McAlister said it was a fantastic opportunity for library members to return their books, magazines or DVDs, even if it had been years.
"Throughout the amnesty, the library will waive overdue fines on items that have already been returned, in exchange for non-perishable food donations, including packaged and canned goods," she said.
"This year you can also donate toiletries and other essentials including new socks and underwear."

Donations will be given to charity organisation within the library service region.
Any members of the public are welcome to donate.
"It's anticipated the month-long amnesty will help people come back to the library to borrow resources, while also supporting our local community by providing items that are desperately needed," Ms McAlister said.
