Dubbo Regional Council’s (DRC) annual fees and charges for water, sewerage, stormwater and waste services are set to increase by 1.5% in the 2017/2018 financial year.

All proposed fees and charges are outlined in the draft 2017/2018 Operational Plan and Budget which is now on public exhibition until 5pm, Friday, 2 June 2017.
DRC Administrator, Michael Kneipp said council levied various charges in order to provide the services that residents, ratepayers and businesses expect.
“Everyone who lives in or visits the region expects reliable essential services,” Mr Kneipp said.
“Clean water through the taps, toilets to flush, the rubbish to be collected on time. These are the essential services that Council is responsible for.
“A strong revenue base and appropriate charging is needed to ensure Council can afford to pay the costs incurred when providing these services.”
The draft 2017/2018 Operational Plan proposes the residential water consumption charge will rise.
A tiered pricing structure continues with usage, for example, up to and including 300kl, increasing from $2.10 to $2.13/kl is proposed for Wellington residents in the new financial year.
A $1.94 per kilolitre to $1.97 per kilolitre rise is proposed for previous Dubbo Council residents.
Annual charges for sewerage services will rise by 1.5% and will be based on the previous Wellington and Dubbo price structures.
The Residential Sewer Charge is proposed to increase from $725 to $735.58 in 2017/2018 for the previous Dubbo Council residents. The charge for residential sewer is proposed to increase from $635 to $644.53 in 2017/2018 for Wellington and Geurie residents while the sewer charge for Mumbil residents is proposed to increase from $595 to $603.93.
In order to fund additional stormwater requirements, there will be an annual charge for drainage services on each parcel of rateable land within the defined Dubbo “Urban Area”.
It is proposed to increase the annual charge by 1.5% from $90.27 to $91.62 in
2017/2018 in line with the rate pegging limit set by the Minister for Local Government.
It is also proposed to increase the annual stormwater charge applicable to the former Wellington Council residents from $15 to $15.22.
To fund the overall Domestic Waste Management Service, the annual charge for Domestic Waste Management for the former Wellington Council residents is proposed to increase from $342.00 to $347.00.
The annual charge for the former Dubbo City Council residents is proposed to increase from $290.60 to $294.96 (1.5%). This charge covers the weekly kerbside waste collection service, the annual clean-up, the annual green waste clean-up service and the fortnightly recycling collection service.
The draft 2017/2018 Operational Plan and Budget is currently on public exhibition for community feedback and is available for download from Council’s website www.dubbo.nsw.gov.au.
Hard copies will be available for inspection at the Council offices in Dubbo and Wellington, Dubbo and Wellington libraries, the Ballimore Inn, the Eumungerie, Mumbil and Wongarbon Post Offices, the Geurie General Store and the Stuart Town Rural Transaction Centre.
