The 12-month project will begin in central Dubbo or "zone 1" on a map provided by Dubbo Regional Council.
The council is replacing its "ageing" water meter infrastructure with about 17,700 residential properties and 2300 commercial properties to "undergo a full replacement or have a smart device attached to the existing water meter".
Director of Infrastructure Julian Geddes said property owners would be advised when contractors arrived.
"We will be launching the My DRC Water online customer portal, providing property owners connected to town water supply the tools to monitor and manage their water consumption..," he said.
The council reports that the installation of the smart water meters has been divided into five zones "in order to effectively roll out relevant communication and the integral customer portal".
