Mayor Ben Shields, in consultation with chief executive officer Michael McMahon, has also been given the authority to close or make further restrictions if needed.
It comes after the government announced further shutdowns on Sunday night, leaving pubs, gyms, cinemas and places of worship forced to close their doors.
Council will start a new marketing campaign to encourage residents to support those businesses still operating.
"Council estimates from the recent closures relating to the COVID-19 virus that the region has suffered a loss of approximately 600 employees from food services and sport and recreation services (gyms, cinemas and alike)," Cr Shields said.
"This is a significant impact on our economy that if left unsupported could see a decline in our region's overall spend and economic profitability and sustainability."
Dubbo councillor Greg Mohr described it as the "most devastating" mayoral minute in the council's history.
He urged the community to "calm down", saying "we're all in this together".
