The waste comes from the redevelopment of the Wellington Pool site.

NSW Environment Protection Authority officers attended the site and directed Dubbo Regional Council to fence off the two stockpiles in the southern area of the park and erect warning signs, a NSW Environment Protection Authority spokesperson said.

"Environment Protection Authority officers identified suspected non-friable (bonded) asbestos material similar to fibro wall cladding found in older houses.Providing the material is not disturbed, the risk to the community is low," the spokesperson said.

"The Environment Protection Authority has directed council to engage a licenced asbestos specialist to assess the stockpiles for asbestos contamination and also engage a specialist to determine the waste classification of all the material in the stockpile."

Dubbo Regional Council, Building Infrastructure Leadership Team (BILT) manager Natalie Nissen said the soil stockpiled at Kennard Park has been cleared of asbestos following from an independent site assessment.

On Monday, Dubbo Regional Council received the report which was forwarded on to the NSW Environment Protection Authority following an inspection by Envirowest last Friday, Ms Nissen said.

The clearance certificate states that 'no asbestos containing materials were identified on the surface of the stockpiles.'

Ms Nissen said "council was required to erect temporary fencing and signage on Thursday after a suspected asbestos cement pipe was seen on the surface".

"Envirowest was engaged to conduct a new assessment of the stockpiles," Ms Nissen added.

"Findings in the latest clearance report match those in clearance certificates and soil testing reports following removal of soil from the Wellington Aquatic Leisure Centre site 18 months ago.

"Further samples were also taken to determine the waste classification."
