Staggs first made his NRL appearance during round nine in 2018 and has been a star player for the Broncos ever since.
The awards were held earlier this month and after receiving his trophy, Staggs said it was special to be in the same company as other former winners.
"I set my goal at the start of the year that I wanted to be in the top 17," he said in his acceptance speech.
"To be able to get that starting spot and for (Broncos coach Anthony Seibold) to be able to rely on me, I'm grateful for that as well."

Staggs told the crowd he was lucky to be injury free during the 2019 NRL season.
"I'm just a competitor. I come to training and compete every day. I just love the boys, I couldn't do it without the boys that were playing on the field with me," he added.
This weekend, Staggs will play with the Tongan side against Great Britain at Waikato Stadium in New Zealand during the Test Match.
Staggs described it as special to have been picked in the side as he wanted to know more about his father's culture.
"I haven't met my dad yet and hopefully that's to come. I just wanted to do that on my Dad's behalf....," he said at the club's presentation night.
