The notion will go before council at the July Ordinary Meeting on Wednesday, to be decided by administrator Michael Kneipp.

If approved, the tender pricing options will also look at the cost of including Wellington and Geurie in the collection service, collecting a recycling bin fortnightly, and the food and garden organics bin weekly.

The bin has been met with great controversy in Dubbo, with residents taking to social media to vent their opinions against it.

On the Daily Liberal Facebook page Jeremy Ellis wrote council should introduce the service at its own risk.

“The people of Dubbo will revolt like never before if it's forced onto them,” he said.

Others suggested the third bin should be an optional service.

“I think the current service should remain with green waste added as an opt-in service, paid for by those who use it.. If residents can apparently pay an annual fee for an additional garbage bin to be collected, surely a similar system could be done with green waste?” Hannah Gannon said.

However, in a report on the introduction of an organics bin, Mr Kneipp gave it his recommendation.

Mr Kneipp said the ten week trial was a success as it increased the support for the three bin system from 63 per cent to 76 per cent, at an extra cost of $1.20 per week per household.

Across the duration of the trial there was also a reduction in the number of households that said they would not manage with fortnightly garbage collections from 18 per cent to 11 per cent.

Of the 352 premises that took part in the trial, 66 per cent said they had no problem with the bin, while 19 per cent said they had an odour problem and 12 per cent expressed concern with keeping it clean.

A pensioner rebate would be considered to ameliorate the cost impact the “vulnerable sector of the community”, Mr Kneipp said.

At this stage, the third bin has been proposed to be introduced in Dubbo, Wongarbon and Brocklehurst, however multiple unit properties will be excluded.

The recommendation currently states the organic bin collection service will begin in those locations in 2018.

Tender pricing options will also consider servicing Stuart Town and Mumbil with a fortnightly recycling service.
