The video obtained by ABC News showed the violent escalation of months of bullying at Walgett's only public high school in one of the state's most disadvantaged communities.

Walgett Community College had become a breeding ground for "violence and criminal behaviour", with police attending almost daily, Fairfax Media revealed last month.

According to documents obtained by the Herald, Walgett's high school campus suffers from repeated student violence, low attendance and poor academic results.

The shaky vision filmed by a student shows a group of girls brawling in what appears to be a classroom.

One girl is pulled and shoved, and fists can be seen gripping the back of her school shirt.

It is unclear when the fight took place.

Leonie Simpson, the mother of the girl who was the target of the attack, said her daughter was left with bruising under her eye and a swollen nose.

Ms Simpson told ABC News that a teacher was in the room during the fight.

"I got told the teacher was very scared and wasn't allowed to put his hands on any student to stop anything, so he stood there frozen," she said.

An adult voice in the video can be heard saying "Oi, oi oi!"

Ms Simpson said she had no choice but to send her daughter to another school 300km away because Walgett Community College could not guarantee her safety.

Another mother who declined to be filmed told ABC that she had made an official complaint to police after her 15-year-old daughter was allegedly wrestled to the ground by a senior teacher on school grounds.

The incident was an example of the ongoing violence and lack of discipline by some of the students at the school.

Walgett Police confirmed on Wednesday that two students have been charged following two separate fights at the high school on Monday during a visit by the department's top officials.

A 15-year-old girl and 16-year-old girl were arrested and charged with affray and intimidation. In separate incidents, two students threw punches at each other on Monday morning. Later that day eight students - all female, it is understood - were involved in a brawl.

They've both been granted conditional bail to appear before Children's Court on Wednesday June 10, 2015 and inquiries into the matter were continuing, police said.

Minister for Education Adrian Piccoli is considering a call by the NSW Teachers Federation for a review of government policy at the school and in the community.

NSW Shadow Education Minister Linda Burney said urgent action was needed to address the escalating endemic problems in the community.

"Violence has become a way of life, whether it's because of alcohol, whether it's because of drugs, whether it's a combination of all of those things, it is a violent town," Ms Burney told ABC News.  

The school is part of the government's Connected Communities initiative designed to improve the lot of disadvantaged communities.
