Mr Stephens was born on February 28 1945. He first began military service with the Army Reserve and later transferred to the Australian Regular Army in the Armoured Corps.
Highlights of his military career include serving as an armoured personnel carrier troop leader in South Vietnam as an ADC to the then Governor-General Sir John Kerr, as an observer with the United Nations in the Middle East.
He instructed at the Army Staff College commanding the 2nd/14th Light Horse Regiment (QMI) and serving in the Australian Embassy in Washington DC.
He held numerous staff postings over time and retired from the Army when in the position of Director General of the Australian Signals Directorate.
As a civilian he was, for number of years, the Director of the Australian Geospatial -Intelligence Organisation and went on to serve in other intelligence-related fields.
Brigadier Stephens retired from the public service in 2010 and settled in Canberra.
He is married to Adrienne, a partnership of 35 years. They have two adult children and one granddaughter.
