"Arts is a social glue for our communities. It has real economic benefits for towns like Wellington and it's about everyone in the community," she said.
Ms Cullinan said Saturday's big crowd and variety of entertainers, artists and groups showcased a community which is extremely strong in arts activities.
She congratulated the Wellington Arts team headed by its president Danielle Anderson for their drive and initiative asking the community help it become even more effective.
Mrs Anderson thanked the various people who had given their time to promote the Wellington first and she was happy it delivered.
The event began with a spectacular show of local talent from Circus acts to dancers, WATS performers and Dance Academy stars.
Cr Anne Jones announced the Wellington Council had provided a $30,000 boost for Wellington Arts, a guarantee it could drive its future deep in the knowledge the community was backing it all the way.
