Police say they arrested the man when on a routine patrol of the waste station.
Council Technical Services director Stan Robb said the problem is not a major one at Wellington but there have been incidents at other sites.
"We have had problems at Geurie, Mumbil and also Elong Elong where people coming from other towns have dumped rubbish there," he said.
Council workers he said are vigilant in their pursuit of the illegal dumping of waste.
"There are large fines in place for this and we will pursue these. The ratepayers and residents are affected by this kind of unruly practice and police will also help," Mr Robb said.

"The fines are big and people are on notice the practice won't be tolerated.
"Thankfully there have been few incidents at Wellington but it is a concern to the council."
The Technical Services director says a working party on the future of Wellington's waste collection and its operations including recycling has met a few times and they expect to provide a full report to council on their findings and their feedback from the community.
