A working party will be set up and a report prepared for Councillors.
The motion by Cr Graham Cross was passed 5-2.
It came after an emotional meeting of council with locals Noel Woodyard and Don Graham making presentations to councillors.
The crowd in council clapping both speakers who asked for the famous steam locomotive to be kept in Wellington on a permanent basis.
According to some in the gallery the news is positive for the town.
